Identifies the electrical conditions on the circuit at the end user location including a secondary ACTL.

NOTE 1: This information should be the same as the SECNCI field on the ASR.

USAGE: This field is conditional.

NOTE 1: Required for end user locations.

NOTE 2: Prohibited for Feature Group A-B-C-D, local trunking and CCS Links.

NOTE 3: Prohibited for ACTL to CKLT legs of bridged and multiplexed services.
